matter. In para 24 of this despatch of
the 2nd June, relative to the winding up of
Alien enemies, he writes "I am not directing the sale of any of
the property of
within the Basel Mission or the Rheinische Mission," from which I draw the inference that he is actually taking steps to expropriate property purchased outright by the missions. The present letter also expresses
that view.
I don't think that there has been any ruling
as to the expropriation of the property of enemy
Missions, & certainly no ruling that such a ruling should be actually be put into force.
As I have suggested on 21745 it would be peculiarly unfortunate if drastic & drastic steps against the German mission, which is nominally Swiss. Such steps would stultify what we are trying to arrange in the gold coast.
I have asked Mr. Terence, of the C.O., whether
they have taken any
action as to expropriating
enemy missions property, & he tells me that -
as far as he knows - they have not gone beyond
the decision that
German
missions & missionaries
are not to be allowed to return. I have not
actually
known
taken steps to expropriate their
(of course the decision not to allow
German missions to return to the Colony is practically equivalent to a decision to expropriation, for if the mission is permanently excluded, expropriation must take place some time or another).
The E.A.G. (32580) has enquired what steps should be taken to dispose of the property of enemy missions in that part. Our reply to that despatch will depend on their decision upon this paper. I think action should be taken in the meantime.
